The problem here was that the Soviet Union did not view Somalias claims as acceptable and Mengistu also certainly didnt. The communists proposed that Ogaden to be put under a federation with Ethiopia which Siad thankfully refused.
Meeing after meeting, no fruitfull result was reached and Siad barre afterwards sought to take the Ogaden himself.
