First of all that guy doesn't look Somali, and also the description provided doesn't match the sketch

"He is believed to be 18 or 19, about 130 pounds, with a brown complexion, brown eyes, short dark brown curly hair and he was clean shaven".

I don't see a skinny 18yrs, with curly hair. I see a 185 lbs man, with kinky hair.
