Secondly, Your statement is the other way around. Siad Barre and previous governments built Hargeisa, locals built Bosaso. Siad Barre only built the roads of Bosaso and gave it a small semi-professional port. He did nothing for the city itself, as evidenced by the fact that it was quiet even in 1990. Bender Qassim Int'l Airport is the only airport terminal built in post-war Somalia while everything Hargeisa has was started by previous regimes.
Just compare the chaotic city layout of Bosaso to the controlled central urban planning of Hargeisa, Berbera, and Burco, we can see which cities were built primarily by previous regimes.
