Most developments in Garowe aren't driven by government investments, rather the stable environment (Garowe is arguably the most peaceful major town in Somalia (including Somaliland). This attracted the attention of business people and diaspora who would otherwise invest mainly in Bosaso or Gaalkacyo. However Gaalkacyo is seriously losing to Garowe, it used to get plenty of developments but lately this has all shifted to Garowe. Bosaso hasn't been affected as much by ''the rise of Garowe''.

Agreed. A lot of that also has to do with Garowe being in Puntland's center, too. To me, any development is good development. The erecting of a new hotel means the building of a new business in Somalia. It bodes well for the aesthetics of the city, and aspirations of the people. Before you know other businesses will follow suit. Gaalkacyo has not only been neglected by this administration but by of all of them (In terms of development, that is). There's much to be done, which means that much to do! Doesn't help that its surrounded, by underdeveloped villages, too but I guess that's the truth about all of Somalia, right?.
