As for the thread, that dude should be arrested for indecent exposure but the sex offender list is too far...there are lifetime rapists and diddlers on that list, this guy is just a freak.

He should be fined for gardening though...WTF.
If you mean public by walking outside your house and garden. Then you should be put into list because you absolutely have no reason to be naked other than sexual reasons.

So people do it for reason of attention by showing the world where they lack, and thus put all their shortcomings on display.
