Absolutely federalism. Its clear that's what Somalis want. The only people against federalism are the ones whose home communities and diaspora are failing to create viable working states in their regions. Others are totally pro-federalism and have been able to mobilize both politically, economically, and security-wise, like PL, Galmudug, Azania, Hiiraan State and Ximan/Xeeb. This is the way forward. Maamul goboleeds are popping up left and right because everyone has realized its the future. The truth is in front of our eyes.

First of your region has failed to implement this federalism with succes. Your adminstration in Garowe claims borders far beyond what it controlls today. It is ridden with sub clan tribal conflict, pirates, high level assasinations and a very hostile atmosphere for independet journalists.

I think Puntland is a bad example of federalism, but a good example of organized crime flourishing without reppercussions from a central goverment.

-Each state gets a share of development aid to develop according to their desires.
-Each state gets full autonomous exploration rights and keeps all the profits. Its not fair that PL has to give its oil profits to Shabelle Hoose if SH won't create a canal to divert their river water to PL.
-Each state has set borders that must be approved, so no more conflicts over land.
-Each state builds its own native security force, so no worries about being attacked by foreigners.
-Each state has full rights to set its own trade codes and autonomy to trade with the outside world.

Really, its quite a huge leap forward for current states and good incentive for the creation of future stable states. Its a win-win for all.

Clearly this topic has beome puntlanders patting eachothers back. Cant say im suprised, I was looking forward a intelligent discussion though. Oh well.

They like the fantasy of having a "bigger enemy" lurking. Its what allows people with no vision or substance to continue breathing. They're no different than the Shabaab lunatics they pretend to hate, who are always going on about Habash/Crusader enemies in the background. For hundreds if not thousands of years, Somali clans were independent and no "enemy" lasted long in their territory. These people are using the "enemies" excuse to hold you back. They hate fellow Somali clans more than this so-called "enemy." Don't fall for their BS, you can see right through them.

If we say federalism, how do we balance power between the regions? Because unless there is absolute equality in the distribution of powers whether be it military, politics, education and economic, there won't be a federal system. We know why the previous government of Somalia collapsed because certain people felt 'unrepresented'. Who is to say that won't happen again?

More along the lines The Swiss model. Somalia should be decentralized but not so extremely decentralized where states are independent countries.
