What is needed immediately is food, the investment should come after that
This.

Step by step, commit to short term effect then the long term effect. Its only logical that the people are fed first.

aquabonics? thats unrealistic sxb, you are talking about people that are so technologically backward and arent able to draw water from the river next door to irrigate their crops let alone building green houses for aquabonics. Those same people that are starving are the same ones that are sitting on somalia's most fertile lands and are the ones who are waiting for rain and arent capable of coming up with the most basic ancient irrigation schemes, and water channels from the already abundant water in southern Somalia. They need to be taught better farming practices and given some of those drought resisting seeds, and given access to more markets to sell their crops. This is the sort of projects tha make difference in African agriculture http://www.agra-alliance.org/

xaaskii cigaal:you are xaasid  why did you draw them away from digging a well, that literally would have been the best gift that you can give to any village in Somalia.Sewer system is not important, who needs it.they can take a leak in the wilderness but they do need water to wash out afterwards though

Totally agree. The money should be used to improve the irrigation systems and also to retrain and resettle those who lost their livelihoods. We should have draught prevention systems in place and start planning to build a dam.

I don't know why people are dying of starvation in a country with the longest coastline in Africa and no shortage of seafood and it is not that hard or costly to dig a well. People could be doing more to helping themselves.
