No, Mogadishu->Hargeisa->Baidoa according to McKuus. But I still think Bosaso is larger than Baidoa, especially considering that Bosaso sees high commercial growth not just residential like Baidoa. Beletweyn is also a good contender after Baidoa.
Here are the area sizes for each city (I excluded farmland, ports, and other low-density parts of cities):

Baidoa:
10.16 km²
2511.68 acres

Bosaso:
10.01 km²
2472.83 acres

Burco:
9.98 km²
2467.24 acres

Beledweyn:
9.30 km²
2297.05 acres

Gaalkacyo:
8.23 km²
2032.96 acres

Kismaayo:
7.45 km²
1841.19 acres

Judging from the satellite images it just seems that the core port of Bosaso, the chiefly commercial area, is multiple times the size of Baidoa's center. Baidoa is sprawled immensely though, could explain the appearance of size over other cities while Bosaso is compact.

18385.56 acres

Hargeisa:
40.49 km²
10004.27 acres

So Bosaso is 1/7 the size of Xamar and 1/4 the size of Hargeisa? I thought the gap was bigger but this means Bosaso can catch up in a reasonable time window.
