1) Poverty
2) Lack of institutions (read rule of the game e.g. laws, religion, culture)
3) Community that does not include "employment" "work" in their cvs. Lazy somalis who would rather rob than work

Dumb arse Jeberti. I have seen food aid being sold in Jebertistani cities like North Galkacyo, Bosaaso and Garowe. It is expected that a certain percentage of food aid will end up in the black market.

Don't get me wrong, these WFP and especially the SAACID NGO mafia owned by Eng. Eenow and the Northern Virginian warlordess Khadijah Osoble are the number one source of stolen food aid in Southern Somalia.
