Please, regions in Ethiopia and Kenya which border Somalia are government less regions at times. These so called governments hardly control such vast regions; all they have small military outposts and local militias. A real government presence is nowhere to be seen. Have you seen the drought in Ethiopia and Kenya is bad as Somalia without a doubt, especially Kenya. AID agencies are heavily restricted in Ethiopia and don’t even adventure into certain regions of the Ogaden.
