this is how it done now, it has not been the case historically and i do not believe it necessary because as i said.

Gurey, why should you increase money supply if there a steady economic growth? It does not make sense; If you increase money supply you risk the wrath of inflation and also capital moving out (read a negative balance of payment).
This was what Argentina did in the 90s when it defaulted.

It is not a dogma it is proven.
