Now, gabadhii Damu thinks she's giving out Scholarships to students who pass the examination. The Turkish Government is the one giving out the exam, then taking with them back to Turkey on a full scholarship to whomever aces the Exam. Puntland happens to be the location the Turkish government choose to do so at the moment.

My cousin got one of those shcolarships from Xaabsade, ZamZam Abdi Aadan the Somaliland Minister of Education passed the scholarships meant for Sool to Xaabsade.

Any students from central somalia have rights to go to Gaalkacyo to take part in the examinations. There is no seats for Puntland, there are 'free education' for ALL somalis that PASS the examinations
