Singapore provides housing, healthcare, etc. and has extensive foreign investment and capital inflow( but also the state directs it to focused industries, now they are focusing on biomedical tech) . Singapore at independence was a sh1thole with no resources and a tiny state. They actually were begging to be united with Malaysia and Malaysia rejected them.

In all successful examples of late development in the South, the state has played a big role. Korea, Malaysia, Brazil, Taiwan etc. Total state control over economy obviously doesn't work, but neither does " letting the markets fend themselves". That's not even how the West developed. Dumb Americans get indoctrinated into this cold war/80's era bipolar world where its either socialism or capitalism Get caught up in life, and realize we are debating much more complex realities now.
