puntland is part of somalia. puntland is not a sovereign nation nor part of the UN. only sovereign nations part of the UN can sell national resources such as oil. without the blessing of the TFG however weak and corrupt they are are still the TFG is the only entity in somalia that can make such deals so puntland cannot drill.
