Thats not a good way of thinking this happened during the night and it being in Xamar you dont think the fighter fighter work 24/7 do you? starting a fire at night to show it off would be no use

Someone is behind the fire.
This comes a few days after maamulka Banaadir showed the first(or new) fire truck.

There was fire trucks in Mogadishu before and was given to AMISOM by UN. This firetrucks are the first fire trucks owned by 'the Banaadir adminstration'. So NO nobody needs to test fire trucks.

However yes the fire was started n purpose, in order to clear away the over-crowding market.
