You are free to be in 100% compliance with Allah and his will. But the government should not make a law forcing all people to be in compliance aswell. Yes you are right everyone has a freewill but to encourage it is wrong also, i think it is a better society when a ruler would say " Acts such as this would bring you no benefit" and they degrade the sins to the lowest point of it being disgusted and know one would go that low to shame their family name by fornicating with a prostitue or drinking or some sort.
