There's gotta be informants or something along those lines. If a civilian goes & kills an Alshabaab, they got the $500, but there's a bigger reward on their head. They should let trained operatives do this. Should capture people and make them talk, c'mon... you can't tell me the CIA is just chillin there doing absolutely nothing!

Thing is with Somalis family, neighbours and all those people know who the shabab are, and i actually think this is to scare shabab from operating in the city.

This is how you know who's greedy or not. Those neighbors & family could've snitched on or killed Alshabaab because of what they were doing to the civilians but now that $$$ is involved they think they'll complete it! That means anyone can kill anyone and claim they were Alshabaab.

How does the bounty system work? What if I shoot a random person and say he was a member of Al Shabaab and demand 500 dollars? How is this governed? Sounds like its legalizing murder, kill someone, say they were Al Shabaab and collect 500 dollars. It's a terrible idea.

As a die hard Suufi conservative and hater of the Shabab, I think this is a bad idea.
Now put a bounty on Ali Raage, Mansuur, Aweys and the leadership, then it makes sense.
Even the Champion of Suufidom, Sheik Abdi Hasan Awale thinks its a bad idea
