I used to live in England and familiar with the living standards. These are my two cents;
If you want to live in London (not the surburbs like Sussex, Essex etc), you don't own property and don't have a friend to give you accomodation, you need at least to make 52 000 Pounds a year. Housing is expensive; 1-2 bedroom apartments cost approximately 400 pounds a week ( almost 25000/year). Transport and utilities are expensive too. I was offered a job in the heart of London but I had to decline it (they offer London allowance but that is not enough).
There are other ways; you rent a room from a somali (who is probably living on welfare), you buy your home, get a council home or you live outside London where it will take you about an hour to commute .
In a nutshell the answer to your question is related to what kind of jobs your are looking for;
Most somalis earn 200-300/a week before tax. They can live on this because the family usually lives on welfare (social security).
Read; non skilled jobs.
White collars earn between 350-450/week.
greater London is not smart to rent, as you mentioned the travels are annoying, but it is also stupid since they aren't any cheaper than the ones closer to the center, If you want to buy property I would suggest greater London though.
benefit fraud etc is a lot of hassle, they aren't suppose to rent out houses/flats the councils pays for, so it is extremely inconvenient, not to mention the letters and that stuff. If you that that dirt broke, don't even come London.
