No he wasn't , Dhul Qarnayn lived in Prophet Abraham (s)'s time, he (Dhul Qarnayn) is one of the few men Allah created to have supreme rule over the earth, the rulers of the earth are not always good, i think also nechuzbandazzar or king nimrod was one of them, the last of them will be Al-Mahdi
