In the Italian education system the term "Dottore " is used to address anyone holding a laurea degree (a three-year degree which officially is called laurea triennale). Master degree holders is laurea magistrale.
PhD degree holders are known as "Dottore di Ricerca " Research doctors.
As part of the Bologna process of harmonising European Education Italians will overhaul their system. However, the usage of the term Dottore(sa) is mostly used by those with a bachelor's degree. If you visit Italian universities, you may find that the secretary is called " Dottoresa xxxx" while the associate professor has no title.
So, it is no wonder that every somali from southern somalia is called Dr.
As regards the nominees it is funny that every idiot wants to become president. I know two losers (welfare cheats) who want to vow for the presidency.
