1- The punishment doesn't fit the crime
2- They should have excluded murderers from their so called prison reform program, but its their country and their laws. I am sure they see the flaw now.

killing 77ppl and get three rooms in prison for just your personal needs :down:

It is not guarenteed that the guy will remain in prison after 21 years, he could still be released if he shows that he is ready to rejoin society, even their law experts were saying that on bbc today :up:

Daf, if that is the case, then the Norwegian people have decided that is what is best for their society, to release him. They would effectively say, you have served your punishment, and therefore are forgiven. But most likely he won't be released.
