I don't mind this, but how are the Northern tribes suppose to accept this? Both the Presidency and PM goes to two Southern guys from the South?
I'm sure Samaroon, Dhullos and Warsans would be okay with this, but the Isaaq will try to use this to solidify their claim of "no cadaalad".

The whole north/south thing didn't work from the beginning. Even in the first adminitration, Addan Adde, a southerner, named a southerner PM (Abdirashid Shermake).
You can't make south/north when the sum of Somalia's tribal diversity and population is in the south. Say a Marehan became President, would he have to ignore the entire Hawiye and Rahanweyn clans for PM because they are southern? That bankrupt formula doesn't work.

The 'Republic, did you know that the 4.5 system really hurts the Daarod more than anyone? For example, if 3 (Dir, D&M and Hawiye) out of the 4 agree on a motion, than that means the 4th (Daarod) won't be able to match the other 3 since they will constitute as a "majority". Basically, the 4.5 System sidelines Daarod, with the largest territory in the Somali Peninsula.

Secondly, prior to the civil war, majority of the real estate ownership in Mogadishu belonged to either Daarod or Isaaq. The Isaaq sold their homes to the Hawiye after the Civil war. Today, 65% of the people going back from the diaspora are Daarod, whom are either rebuilding their homes or selling them.
