I thought al-Shabaab outlawed this?

Grow more trees. Grow hemp. Grow staples. Anyone planning to return, please don't plant a damn mango tree.

They did for a while, then I guess their finances got tied up and they needed revenue streams so they went back to it.

they only ban certain illicit activities so as to give a monopoly to their financiers, almost always h/g.
when they had xamar they even banned widows from selling fruit and veg on the street, claiming it might lead to prostitution.
h/g were bringing in fruit and veg from the looted and occupied shabelle hoose, and didnt want competition.
