Incompetence & inertia, basically. When you have Amisom mercenaries doing the heavy lifting(fighting and dying) for you, there really isn't an incentive to professionalize the SNA. But the new President and his team are changing that with the recent request to lift the UN-imposed heavy-arms ban from Somalia.AbdiWahab252 wrote:Leftist,
What about the capacity and willingness both of the FG and the International community to step up support to the SNA and start the stand down of AMISOM ? AMISOM while they provide an essential service to the FG have become an impedenment to the scaling up of the SNA in addition to the financial woes and armament shortages for the SNA. AMISOM has expanded its services into humanitarian relief, policing, community organizing etc. Yet the FG has been quite content to see them prosper at the cost of the SNA's development.
Another impediment: a mechanized modern SNA is seen as a looming threat by the so-called frontline states(Ethiopia, Kenya, Jabooti). They know that many Somalis, regardless of ideology, consider the NFD and Somali Galbeed to be Somali territory lost to occupation and colonial scheming.
