First of all my statement was talking about how money would be dispersed, if it would be through aid agencies and other groups which has been the traditional method of giving out money. None of this money is likely to be given to Puntland directly, but will be run by the EU telling you where you the money will go and how much. In the case for Xamar, their money will go more or less to the government, this has been reached through the long meetings that the President has been having with the EU.
