He is bound to shake hands with women, be it domestically or during foreign trips. He's the President of Somalia. This isn't 8th century Arabia.

Shaking hands with women is not neccesarily a dangerous thing, however where the danger lies is when the hand shaking leads to haram business,

Yes it is, just how girlfriend boyfriend is a gateway to sinning, hand-shaking isn't as big however, in the end it comes to the intention of the man, if he is seeking evil intentions, it becomes a sin, if he is just shaking out of respect or whatever it can't be that dangerous.
