Sorry to burst your bubble but provisional is just the first of many expenses when it comes to learning how to drive. It's arguably the least important especially if you don't have the money for lessons etc, you can get it whenever as far as I know even the price doesn't change by much if at all. Niyow they live like 60 km south of abu dhabi, near a desert , i hardly believe they know what the hell skype is, i made my mind up, ima visit them for 2 weeks, when i come back i'll get my provisional.
