It's been going on since the 80's at least. I know people who lived/ visited Egypt dating back to then and it was a well known thing that women had to deal with. It predates widespread internet use. Perhaps a combination of rapid urbanization, culture, and opportunity to meet woman.

I think its becoming a big story now because a) Egypt's been in the focus of international media b) Tahrir phenomenon has created a huge concentration of attacks and exposed it towards people who typically did not have to face it
