Before bans can/should be made, there has to be a set of rules all the admin/mods align with. Otherwise it's at the liberty of whichever mod is online at the time.

That is not true, there was some maniac a month or two ago who kept inciting genocide against another clan, I reported and the mods have done nothing about him. He is stil here and doing the samething.
