Ujejeen is Ciise Mudulood, though you're right Baadicade and Gaaljecel are equally powerful influences in Hiiraan, Hiiraan is too diverse to be split up evenly or given to one clan or even two clans. The clans that call Hiiraan home need to learn to live together without one trying to seize power over all the others.

Hiiraan is almost like the "Game of Thrones", everybody trying to take over, whoever is in power everybody else allying against them.
Hiiraan is not like the Game of Thrones. The contenders in the Game of Thrones are equally influential. Think of it this way. Say Hiiraan is like the Soviet Union made up of many Republics and Hawaadle is Russia. Now when Kazakhstan and Bulgaria try to call shots in the Soviet Union and challenge Russia, its a problem. Hiiraan is the only state made up of 100% Hawiye. Any problems will be solved internally, you can already see that all the clans seem to be agreeing these days and the current administration is stable.

Under the very constitution, only Puntland qualifies a federal state. We are not going back to the failed federal model: Puntland iyo Somalida kale. The constitution has to be revisited again and the federal requirements on forming a federal state have to be changed. There will need to be a clarification on which regional map to use: the 18 or the 9 from independence. Some new gobols may need to be created. Why is it that Hiiraan which has 4 times the population of Mudug, Nugaal and Baari have less representation in the federal system ?


Secondly, Garguurte is naming these governors to become temporary administrators of these newly liberated areas while the situation stabilizes. To form federal states now is premature when AS are still in large parts of these very gobols and the clans that supported the Ethiopian/AMISOM are still uneasy with the clans that support AS. In interim, we need direct federal control until Shabab is defeated and there can be grassroots peace and reconciliation talks. To form a mamuul goboleed now in Hiiraan makes no sense because Al Shabab runs more than 1/2 the area and there has been no genuine reconciliation between the clans who were for or against AS.

The same can be said for Jubbada hoose, Dhexe, Bay (AmIsom just went into Bur Hakaba), Bakool, Galgaduud, 1/4 of Mudug, Gedo.


Personally, I believe that this mamuul goboleed business is fitna. We are not politically mature to implement federalism. Even look at the existing mamuul goboleeds, they are bastions of corruption, teeming with foreign agents and don't behave like federal states like say Virginia but want to behave like separate countries. I do believe that there is a need for some sort of autonomous rule that is limited to: judiciary, policing, education, health, and development but not the current federal model which these states want to do foreign relations, import weapons, sign agreements with foreign countries, print Somali shillings etc.
If Buale and Garbaharey can form a federal state, Beledweyne and Jowhar can form 4 states. Nobody is accepting the shit end of this federal state crap. Either that, the original 8 states, or central governance. Personally, I say to hell with this federal bullshit and go back to centralized governance.

Federalism can be used to our benefit. Make sure those who want to isolate themselves from Xamar isolate themselves. Foreign govt's have already said they will only deal with Xamar. States that isolate themselves will be ignored by the federal government. Aid donated for reconstruction, education, health and others will not reach these areas and only reach those areas that agree to be ruled under Xamar (central areas). Government revenue made in Xamar will only be shared with the central areas.

It's a win for Xamar.

Somalis are confusing Hiiraan with Balad Weyne. Yes 14 Qabiil lives in Baladweyne but not Hiiraan. Hiiraan State consist of 5 Districts and Upper Shabelle Districts consists of 6 Districts. Ok, Only Beletweyne is where all those tribes live and not in Shabelleha Sare. The only Qabiil that live in Hiiraan 80% is Xawaadle

Hiraan had another candidate called abdihakiim xuubside a very educated popular guy. Many mps brought him to hassan sheekh but he said his subclans area(agoon north of baladweyne) have no al shabaab so he has to be cali madaxweyne to defeat al shabaab.
This odey is one of the old colonels and has met the president in london. He is uncle of ambassador laqanyo AU.
