He is an advisor but not the only one he has influence like dam jadiid and his role is more like picking the guys, who is the right one and who is the wrong but he is not the only one and that role stops at central and koonfur of banaadir for example he is againist the FM but waqooyi is not his business.
Hg has a big roles in the army and police i think the new police officer qasim will pick him from his subsub clan they are also the head of asluubta.

Abdulqasim is a proven failed politician.
Anybody who is taking political advice from him needs his head examining.

So not only the federal states are targeted for centralisation, it seems even the Govt is centralised around Hassan Sheikh.
How can it be a healthy situation when there is not any debate within Govt,
Decisions are taken with no input from the PM or other ministers, just a collection of secretive and shadowy advisors.

Such policies are guaranteed to fail and further fragment the country.

yeah that is the way it is.
for now qasims opinions are not offering solution but they are not weak and maybe the government would have been weaker without it from the day one. Atleast the govt are doing the things from a common front.
Also there is a dam jadeed a group of shaykhs who work with qatar, gulf arabs and egypt wich ethiopia dislikes them and they are trying to offer the solution besides their clans where not allies with qasim in his era so they tried to reach the other camps and get a half.
The state policy is based on this group where qasim is the state machine.
