This guy is an engineer and he disigns plan after a plan to extend his rule.

One of these plans is to secure the highway between mogadish and baraawe then no one can't stop the troops....

Without receiving yet the money he paid all banaadir and gobolada armies.

Inter-alshabaab wars and splits reached hiiraan so this will help him a lot.

Is this warlord by any chance General Indacada, and the region he want to control is Shabelleda choose?

I believe hassan wants federalism to be implemented but not clan federalism, the six regions in south central Somalia is an option.
But first he wants to have one entity from galkacyo to kenya, where as than he can re organize the federal states , and carve the regions but he needs to be fully in control first that how i view what he wants for Somalia.. When he has some kind of governmental institutions in all over those regions the 11 regions of the south, he than can move to step 2 is local federal governance. Not based on clan but maybe a mixture of clans forming a state.

Exactly

The source of revenue for the state is based on this region so that is why.

No federalism is underway in the south before these plans get installed.
National stabilization plan fully gets through like the interim administrations
legislations and acts being made(parliament just passed its first legislations on regional matters)
Constitutional review commission
Constitution must be confirmed
Boundaries and federation commission
Upper house must be formed
Constituency relations offices in all regions

After this there is not going to be contradiction between the roles of the regional government and these of the central government

Then it shouldn't be a clan based union but rather a gobolo based federalism where you got different clans and ethnicities forming one federal state.

The more time spent by Hassan Sheikh regime on Kismayo...the stronger Shabaab become.
News of huge terrorist atrocities in Xamar tonight are filtering out.

The IC must force Hassan Sheikh to focus on the fight against terrorism, and cease his tribal warmongering.
