My dear friend its not about morals its about the legality of it. If you want to run your airpce than its a totally different way, the true way that leads independence.

The airspace was transfered to the mogadisho control center in nairobi, hence the legal documents are in the hands of FSG so the protocol requires that mocaamalaatka to be done under this so only the SFG has the power to appoint the head of the joint body who will deal with them. What is between the two somali sides is different, its called understanding.

If you listen to the minister ciilmooge he says "xaruntu waa xamar" questioning the legality of the office being located out of the capital of the SFG and quoting some UN acts... Hence any breakdown of the talks the govt can take back the office. The understanding is about the joint committee.

Under the agreement, a joint body will be established to manage the two parties' respective airspaces with a view of equitably sharing all revenues. In addition, the Mogadishu control centre, currently located in Nairobi and tasked with controlling both Somaliland's and Somalia's airspace, will be relocated to Hargeisa. In return, the Somali Government will have the power to appoint the head of the joint body.

whoever the head is, will lead a group of people who are split 50-50 between the two sides so the head cannot behave in a stupid way

btw, this will be an exceptional measure not the start of sharing institutions since airspace is a unique issue

Btw FSG side includes puntland and there is gonna be many offices in the future besides the central office. Also the annual airspace revenue is some thing like $2 millions or monthly $200,000 so I doubt it will be 50/50 between the two sides. Equaly is about the sizes. if I have 3 hands and you have two hands then the deal will get divided between the the 5 hands equally.
