Mudug has only a local conflict of interests while that region have links with external interests. All mudug needs is some money and last time the gevt did this with ahlussuna they announced from one side that they will dissolve their army and integrate with the govt!
Mudug groups work as different organizations in order to influence the govt from every way and gain link to a different resources and now the got has told them in order to allocate for them their pertion in the new deal they have to unite and there will be a conference in cadaado.
Puntland owns more than half of Mudug, including the biggest cities Gaakacyo, Golgodob so technically there isn't a full Mudug gobol to pay with. That leaves half of mudug and galgaduud and thats not even enough for the 2 gobol requirement. I think Hiiraan will have to join with them.
