I think there should a one off qabiil trading system in which qabiils can swap clans. It makes no sense that two clans who reside next to each other have to be put into different categories (qabiils) when they are more similar to each other than other supposed clans that they share the same clans with. What does a person from Galkacyo have to do with someone from Dayniile ? No blood ties, differing accent etc.

That is a good modest proposal.
