Most homeless people do have mental problems, but I don't know which one come first. You know a person doesn't just become homeless because of lack of job. Thousand of people made catastrophic financial mistakes, but they are never homeless. To be homeless is not unusual, but the duration of being homeless is a problem. If u r briefly homeless, sh!t happens. But if it is prolonged, then there is an innate helplessness that comes with the individual. Most homeless people are mentally ill. It will make sense for them to be homeless. They have no home in their mind.
