Somali bailout culture is bullshit. Way too many young fugutives from the west laying low in Somalia, Kenya etc. What the shuuci says is true, nasty sense of entitlement and lack of personal responsibility develops among Somalis because daddy or tolka is always there, waiting in the wings.

Dealing with someone who might have transgressed, can be effectively handled by the family. Sometimes facing your family and seeing them profoundly affected by your decisions could potentially deter someone from repeating an offense. People have argued that it might be even more difficult to face your family than it would be to serve time in prison (i.e. isolation from your consequences).
