The southreners regardless of their clans will have the president regardless of his clan, democracy is the rule.
This is actually one of the things that the world backs the dam jadid govt, its one of their biggest cards to stay in the power with this new vision...
Yesterday the president has met the IC and besides the financial things they talked about the implementation of the vision 2016
This includes the talks with somaliland.

i know its a project pushed by the UK and the US has signed off on it, the qataris and UAE are behind it too.
It is far easier to circumvent Somali land extremists that want zero links to xamar than it is to circumvent darood opposition from within your own government.

Having said that, there is no much clan rules out of the SFG, depends on who leads it and what's their-the prez and pm- policy
Before there was a oneness of decision but at the moment there is a power struggle inside the govt and this is why somaliland has postponed the talks again till next year.
If the current pm reappears there could be a problem with his new agenda and may change the old arrangements and there won't be a motion for the next 6 months.
Generally the west, arabs, djibouti want this. This is the only way somalia can unite.
Dam jadid themselves are not rushing this, they want to play this card in their last year.
