I know it well. Its much simpler than Konfurian politics:

Issaqs = Majority believe in the Somaliland project. Minority who don't fear being imprisoned for their dissenting views because according to Faisal Warabe preaching Somaliweyne is tantamount to preaching Christianity.

Gadabursi, Harti - Majority don't believe in the Issaq Somaliland project. They either oppose it publicly with the minority who collaborate do so to further their own personal agendas. These two tribes were loyalists to the MSB regime and were instrumental in opposing the SNM.

Leadership circle - Presidency goes to one of the Habars of the Issaq while the VP goes to the Gadabursi (a reward for being docile). Among the Habars, the most powerful are the Habar Jeclo who were instrumental in crushing the Somaliweynist turncoat Abdirahman Tuur and his Garxajiis during the great Issaq Civil war of the mid 90s which pitted the Garxajiis and the first Somaliland President against a coalition of Habar Awal, Habar Jeclo and other Issaq + Gadabursi against the Garxajiis who fought valiantly but were defeated. Tuur fled and joined the Salbalar government of Aidid as his Vice President before dying in exile. The Garxajiis were marginalized for years with zero chance of ever becoming Somaliland President again. Not too mention, nothing notable was ever named after Tuur even though he was the first President, not even the Hargeisa airport which is in Garxajiis land was named after the man who defeated the unionist Garxajiis during the Habro wars, Mr. Egal.


Godane and Somaliland - He hails from Dumbuluq Hargeisa. He has never ordered an operation against SOmaliland. He visits his wife there regularly. He draws financial and manpower support from his region. Unlike Cayrow who conducted operations against enemies in all regions, Godane only focuses on nonIssaq areas.

That is not true the Garxajis Isaaq did not fight for a union with walanweyns they fought against the Habar awal domination of the government of the than Cigaal Regime when The Militia was losing power the leaders of the Militia Tuurs faction and gen qalib faction made an alliance caydiid and cismaan caato down south. But initially the war was never about union versus independence, the leaders of the Militia made a suicidal mistake when they made an alliance with the south. They lost allot of their Militia who disagreed with them and broke ranks with them , before tuur and and qalib made a suicidal political mistake they had Cigaal and the Maryoalool at bay. When they made an alliance with the USC and accepted to be second to Caydiid in his sal balaadh and received ammunition the game was lost. the War was about resources and because The Habar awal refused to hand over the Key's of the berbera port to the administration of tuur in 1991 the same way the Garxajis refused to hand over the keys to the administration of cigaal in 1994. All in all it was a silly war of Isaaqs testing their strength on each other they never differed in ideology about a separate Somaliland homeland.

As for the gadabuursi the Gadabuursi ruled Somaliland for 8 long years they took part of an elections and won and they were given the seat as it should be , one man one vote. The Majority of the gadabuursi believe in Somaliland they want just a bigger part of the pie, the Harti is a different case even thought they are coming home to because isaaq and SNM refused to hit them in 1990 in large scale.
