They do this on the 10th of muharam or yowmul ashura as we know it. This is the day that Hussein ibn Ali(the prophets grandson) was killed by some caliph who belonged to the banu ummmayah clan after Hussein refused to support them. I think it was Muawyiah or Yazid who killed him. From that day on shias mourn on this day because of that event.
