Ismail Yes since the Somalilanders of the Haud can trace their father's roots to Somaliland before 1960, Haud was also once part of British Somaliland.

I guess so ....It would be political suicide not to offer it to everybody of SL decent.

A large proportion of the Isaaqs in Itoobiya are Nomads anyway who spend the winter in
SL and the summer in Hawd, although with the rise of berkado some clans now exlusively
reside in Hawd.

Whatever they come up with they need to include the 100s of thousands who've over the years
migrated to other places and hold other nationalities

Same goes for them, but it is only Cisse and Gadabursi that are native to Somaliland not all Dirs of Ethiopia.

If we don't want to be accused of tribalism the Dirs of Itoobiya would also have be eligible if the Isaaqs of Itoobiya are eligable
It's impossible to differentiate a Gadabursi from SL and Itoobiya ...likewise for Ciise.

However before we get to that stage they actually have to move to SL in the first place
in large numbers ...which I think will happen more and more over the next 10-20 or so years.
