I don't think it's a fabrication - although it could be part of an Al Qaeda deception. You never know for sure.

True enough, you never know. However, as part of our information operations doctrine, fabrication is not authorized. It used to be in the old psyops methodologies, but what we discovered was if you make up eoneous information, it destroys your credibility. So the best methodology is to use hard facts to build your info ops campaign. Also, in this case, most of Al Zarqawis observations (if it is him) seem to be spot on. The document sounds legitimate.

There is a difference between being up front and lying. Now, politicians lie all the time. But this is really outside their sphere. Politicians would not be the decision makers on something like this. In our system they are not involved in operational details.

The US system is far more open and honest than you think it is. Politicians lie, but about things that can't be disproven (lest the media embarrass them) such as their motives.

I would not agree on the term "manipulate" because that indicates they are changing content. Which I am sure doesn't happen as it would violate doctrine. Now, I am sure that certain things are selectively released - obviously all captured documents are not released. So there may well be documents that have contrary opinions that it is not in our interest to release.

But remember, America Good, Al-Qaeda Bad.

Never lose sight of that basic fundamental.

I won't be learning any more Somali unless I decide to return. And that is a complex decision based on some factors outside my control.
