As for the airport, if you mean the civil aviation director, not sure if that can make him the director of the airport but anyways in reality other guy runs it when it comes to the departure, arrivals and the travellers.

As I know, they are two different sections, one falls under the immigration~ ~interior ministry and the other under the aviation ministry.
