While the economy is very critical in empowering young kids , the security of the citizens and guests must be the top priority. You can't do anything without strong security

sxb lets be honest those knuckleheads from mudug are prone to violence, but they are also the best in making money, give them the tools they need (infrastructure,roads and education) and you'll get the result you need.

northern puntland is mostly secure and yes security should be tightened more up there.

This may be blessing in disguise a way for the admin to bolster security in the buffer zone thus negating the disproportionately in funding that has been ongoing for years.
