What you saw is an island tradition for greeting a foreign chief. It makes about as much sense as greeting a UN delegation with spears and shields. Both traditions are cultural.

I remember reading somewhere that societies or civilizations which exhibited greetings perceived to have been abject by foreigners were usually quick to fall.
