Have you been to Garowe? Because it's way more devolved than Galkacyo 1 because it's citizens love peace over blood spilling pointless wars. 2 because it's citizens don't share border with Moryans who only know how to use guns as their way of life. If these Baraxley folks were peace loving people they would've stopped what they've been doing the past 20 or so more years. The other thing you can't have progress if the others aren't willing to work with you.
