Is federalism responsible for the widespread corruption and incompetence in Villa Somalia?

The "SNA" haven't captured anything....Al Shabaab have made a strategic withdrawal with all their heavy weapons and men intact.
As soon as Amisom finish their two months per year work and return to Xamar, what do think will happen?

OD, in answer to Murax's question, when an anarchic mobocracy tries to mould itself into a country by adopting a federal system of governance in which an almost non-existent governments authority and power is dispersed to every town, village and hamlet, forget about weakness,
it's a blueprint for the said government to stay dead :lol:

Aside from corruption, federalism is responsible for pretty much everything else. The overlapping of jurisdictions, policy failures, lack of military coordination. You know, that I know, that you know that's the case OD :|
