I would enter politics. Become the governor of Saaxil. Build solar-powered brick and cement factories. Use the nearby mountains for material. Build a school of architecture and design. Develop housing and real estate properties. Build and assemble manufacturing plants for clothes, steel and small electronics to sell cheaply to other african countries. Develop infrastructure like road, rail, water and waste management. Build oil rigs to extract oil from prospective locations around the country and refineries to cut out the middle man. Expand the port for higher capacity. Reclaim land to build on. Run for presidency.

I'm sorry bro :P , I guess you have no idea the level of energy intensity such a complex would require. A small cement factory say a 10 MW plant would require you to build one of the largest solar powerplants in the world. The cement industry is one of the most energy intensive things humans can do. for example: 15% of Iran's total energy production goes into the cement sector. All in all it would economically unfeasible to have a cement plant run on solar.

I would enlarge Bosaso port, right now it is a joke.

I would build a desalination plant near Bosaso.

I would repave Kismayo airport.

I would set up a wealth fund so that the money can accrue dividens and interest and then use that for infrastructure projects.

I would reinvest about half of it in technology startups here in the U.S and the other I would invest it in my home region in Somalia. I would invest it mainly in education(building technical colleges and providing scholar to young kids) in the region. I would also try to start companies there so employment can be created in the region.

Nice try dhaboyaco but there are panels now that produce an average of 5MW. A whole batch of them would be more than enough energy requirements. It would be expensive but doable, especially with Berbera's weather. I know the progress of somalis hurts your soul.

Bro there are no panels that big. A 10 MW solar power plant requires around 33,000 to 36,000 panels. So that is about 17,000 panels for 5 MW. I would love to see the 5MW panel :) .
