Sahal, there will never be a so called federal parliament. It will stay 4.5 because that is the closest there is to equal representation. If you think, even for a second that a parliament will be formed based on these quasi mafia maamul goboleeds and their fake jurisdictions then you need to go back to the drawing board. The last time a government was formed without respect to clan representation (MSB regime), a civil war ensued and certain clans were hunted down. Even if federalism is adopted, it will not prosper especially if it is only being supported to hinder the interests of certain clans.
