Ethiopia only needs a port and in Djibouti they'll find ports with infrastructure connecting it to Ethiopian cities such as Dir Dhaba and Addis.
Why would they waste money on building a decent port, then infrastructure like railways and roads in a hostile territory that will go through hostile territory i.e the Ogaden?
If you're talking about agricultural potential, Ethiopia has greater agricultural potential not to mention that the source of Somalias rivers are in the Ethiopian highlands and if they wish they could choke the flow of water by creating dams and ironically they're planning to build more dams and some will include both the Jubba and Shabelle.
Somalia is fucked anyway
